Site Suggestion button/page?

Given the number of site suggestions that get made, I feel like at this point this would be helpful for folks who want to make a suggestion for the site lol. And maybe to avoid spamming have it be capped to 1 suggestion/request every 24 hours? And also have a FAQ section on the page to explain certain suggestions that either can't be made with an explanation for why it's not possible, and also maybe for suggestions that are already in progress?
