I wonder if world builders

go through phases when making a story over such a long time,, like if they may be in a phase where they only develop their characters then months later are in a phase where they only doodle and make ideas for locations in their stories,, does that happen? Is that a thing that happens with world builders? Or just people who've created and developed a story over years?
